3. SALIENT CHARACTERISTICS
3.1 Interface and physical dimensions. Crane, floor, portable supplied to this CID shall be as specified herein.
3.2 Capacity. Type I shall have 2000 pound rated capacity (with boom retracted). Type II shall have
4,000 pound rated capacity (with boom retracted). The rated load shall be legibly and permanently marked in a prominent location by casting, stamping or other suitable means.
3.3 Hydraulic hand pump. A two-speed hydraulic hand pump shall be furnished.
3.3.1 Hydraulic system. The hydraulic system shall include a high pressure relief valve to prevent overloading, and a flow control valve that safely controls descent speed of boom under load.
3.4 Other features. Other features are as follows:
3.4.1 Legs. Adjustable spread with a range of adjustment from a closed position with a spread of not more than 24 inches for type I (26 inches for type Il) and an open position with a spread of at least 48 inches for type l (52 inches for type Il ). These measurements are made to the inside of the leg.
3.4.2 Extendable boom. Must lock into various positions without the use of tools.
3.4.3 Floor brake. Shall prevent loaded crane from moving when applied.
3.4.4 Towing handle. A device shall be provided for hand maneuvering of the crane.
3.4.5 Special features. Load position locking method: check valve.
3.4.6 Straddle clearance. Straddle clearance adjustable 22 to 47 in., roll under clearance 11 in, min,. Steel wheels, floor brake, swivel type safety latch hook.
3.5 Marking. Crane, floor, portable supplied to this CID shall be marked with the manufacturer's (MFR's)
standard commercial PIN. (Note: The part number marked on the unit pack shall be the CID PIN.)
3.6 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
3.7 Workmanship. Crane, floor, portable shall be processed in such a manner as to be uniform in quality and shall be free from other defects that will affect life, serviceability, or appearance.
4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with 23.403 of the Federal Acquisition Regulation (FAR).
5. PRODUCT CONFORMANCE PROVISIONS.
5.1 Product conformance. The products provided shall meet the salient characteristics of this CID, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market place. The government reserves the right to require proof of such conformance.
